Kuwait and Iraq engaged in periodic border disputes for more than twenty years before the invasion of Kuwait by Iraq. Prior to the invasion Hussein received what could be considered as tacit approval from the United States embassy, who (quite correctly) maintained that Iraqi-Kuwaiti border disputes were none of America's affair. (Naturally, it is doubtful that the embassy or State Department anticipated the
level of aggression Hussein would unleash upon the Kuwaitis, but the attack should not have come as a suprise to anyone.)
How is an Iraqi tribunal going to possible convict Hussein on charges related to the invasion of Kuwait?

This has to be a joke. Iran was the primary aggressor in the Iran-Iraq war, and Iraq enjoyed support not only from the U.S. but from other countries as well. Will the U.S. be tried by an Iraqi tribunal for its support of Hussein during the Iran-Iraq war?
